BRAZIL: Rousseff opens congress

President Dilma Rousseff opened the first session of Brazil's national assembly in 2011 with a speech designed to court congressmen on 2 February. Rousseff vowed to carry out political reform, repeating the pledge made by her predecessor, Lula da Silva (2000-2010), which remains unfulfilled. The veteran José Sarney was re-elected to the presidency of the senate for the fourth time while Deputy Marco Maia, pledging to enhance the privileges enjoyed by members of congress, was voted in as the new president of the lower chamber.
